Margaret Funk Rutherford

Owner

Margaret Rutherford is the President and second-generation owner of 4 State Insurance Agency, where she leads with a strong commitment to faith, integrity, and service. With more than 28 years of experience in the insurance industry, Margaret began her career working alongside her father and has grown the agency into a trusted resource for individuals, families, and businesses across Oklahoma and Missouri.

Deeply rooted in her community, Margaret is passionate about building relationships and serving others. She is actively involved in local organizations including the Pryor Chamber of Commerce, Pryor Main Street, and the Pryor Lions Club, and has dedicated time to mentoring women in business and supporting youth activities such as Special Olympics.

Margaret’s faith is the foundation of both her life and leadership, guiding her approach to caring for clients and her team. She believes insurance is more than a policy - it’s a promise to protect what matters most.

She and her husband, Joel, a pastor, share a heart for ministry and community. Together, they have a daughter, Grace, who is pursuing her degree at Oklahoma State University.

When she’s not working, Margaret enjoys traveling with her family, following Formula One racing, and continually learning new things - currently trying her hand at the sport of curling.

Deborah Brown

Hello, I am Deborah and I work in the Joplin, MO office. I never say myself in the insurance field; however, I can not imagine doing anything else, I LOVE my job and I LOVE my clients. The rewards of educating clients about insurance, customer service and building relationships can be summed up in one word: fulfilling. When I am not working I enjoy cooking, hiking, shopping at flea markets for treasures, decorating my home and binge watching movies with my husband, Jim, and our schitzu, Snowflake. I would love to visit Italy, sit at the local cafes while enjoying coffee and relax in the sun.

Shaunda Tedford is a dedicated Trusted Advisor who has served clients in the insurance industry since 2007, with additional experience before becoming a licensed agent. She is passionate about helping individuals and families find the right coverage to protect what matters most.

Family is at the heart of everything Shaunda does. She is the proud mother of three and a loving grandmother to two grandchildren whom she absolutely adores. She cherishes time spent with her family, including her dad, sisters, and their families. Shaunda was also blessed to work alongside her grandmother, an insurance agent who inspired her path in the industry.

When she’s not working with clients, Shaunda enjoys relaxing at the beach and is currently training to run her first 5K, embracing new challenges with determination and enthusiasm.

Starlight is a dedicated professional who brings energy, enthusiasm, and a strong sense of commitment to both her work and her community. As a proud wife and mother of three, she stays busy keeping up with her active family life - often serving as the go-to chauffeur and biggest supporter of her children’s activities.

Deeply rooted in her faith, Starlight is actively involved in her church, where she contributes her time and talents across multiple areas. Her passion for service and connection is evident in everything she does. From a young age, Starlight has loved cars, a passion that continues to this day. She’s also an avid football fan and proudly cheers on the Kansas City Chiefs every chance she gets.

Client Care & Data Specialist

Hello, I am Gemma and I work as a Virtual Employee/Data Entry Specialist. I started with 4 State Insurance in March 2023. I enjoy being part of the insurance industry because it allows me to support clients and contribute to a team that makes a difference in people's lives. I am here to assist with phone calls, email documents and support the team. I take pride in staying organized and ensuring tasks are completed accurately and efficiently. Outside of work, I enjoy music, singing, cycling, and trail running. Staying active and spending time with my children is a big part of my life outside insurance. I hope to one day visit OKLAHOMA and see snow and the wonderful team at 4 State Insurance Agency.
